Please for the love of god DO NOT get a 200 series graphics card. The lowest you should consider is a 600 if you're looking at NVidia, and the R9 series or the 7000 series from AMD.

The rest please do not get.

Also,

I was referring to an R9 280. There isn't any card called the R7 280.

1. Buy a good PSU - Here is the Tier list of good PSUs that are made by well known manufacturers and have a good rep

2. The best graphics card I would say is the R9 280 if you can afford the extra $20 it costs compared to the 180 you have set out.

3. Most cards come with 2GB standard in that price range anyways so specifying the RAM is not needed.

4. 32'' TV requires the same amount of power as a 14'' Monitor. Don't be fooled by size. It's the resolution that's important in determining required power.

The NVIDIA GTX 750ti FOR SURE. It consumes little power and is a beast on its own (ok, not a beast, but still pretty good). It is also a bit more efficient than most graphics cards. A lot of people may argue for an AMD r9 270 which is also really good and actually outperforms the 750ti in SOME CASES. Like Shadowblade2652 mentioned, it is the resolution that counts. May I ask if you are gaming?
A 270 will work just fine in a lower price (A 270x is there but its the same thing with just a higher frequency-get a 270x if you are not so keen on GPU overclocking). I'd recommend the 750ti but if possible, but aim to spend a bit more for a 280. It comes with 3 GB of VRAM instead and performs great (Once again, credits to Shadowblade2652).
I'd say get the 750ti. IDK, I just like it so much...

I see a lot of videos on YouTube of BF4 with a 750Ti (Standard model) at 1080p with more or less 40-55fps.

Nothing above medium, probably medium textures with lower shaders and AA and etc.

The 280 is far better for only $50.

He can always upgrade his CPU if he gets a 9 series motherboard (H97, b97, z97...). They will be a bit more on the pricey side but very worth it. Also, the r9 280 is a GRAB at that price. It gets around 55-65 fps in most scenarios of BF4 on ULTRA settings and as long as you don't turn the shades and AA up, you will be able to play quite fine.
