I took this photo with HWMonitor and saw it was low, I tried the same with PC Wizard and it came back with a similar result.

A voltage on my CPU is running low. The +12V one is only running at about 8.6V, any idea why?

Bogus reading from the motherboard monitoring chip. Use a real multimeter and measure the wires directly if you want reliable numbers.
