Does the Motheboard go off when it knows that there is no CPU or RAM is in it?

I know this is dumb question but i went ahead and plugged up my DVD Drive, SSD, HDD, Motherboard, and PSU to see what the fans look like lighted up and to see what my Fan controller looks like when turned on and when i pushed the button on the case it came on and went off immediately after turning it on. Is it supposed to do this? I was just wanting to make sure my fans and fan controller are working properly.

Yes, it can't post at all without a CPU, RAM, or PSU. If you want a POST display, then also a GPU. Not the 24 pin connector, the one that connects to the power button on the front of your case. Also check your mobo manual to see what pins to short out.

My motherboard is an Gigabyte GA-H97-Gaming 3, my psu is a XFX TS 550W, and my cpu is an i5-4690. Will i need a GPU to be able to just use my pc for browsing the web and stuff or do i need a gpu to even be able to turn it on. THe cpu has iGPU though. I have windows 8.1, a dvd drive and everything needed for the pc soon but im buying my GPU last which is an MSI R9 280.
