GTX 670 Underperforming

i5-3570K stock speed
EVGA GTX 670 stock

Full ultra, 4x AA and I only get 40-50 FPS in shrine on WoW. In CPUZ I noticed that my CPU is running at 1600mhz and sometimes jumps to 3400. Any reason why this is happening?

Is this a new card? Has it ever worked good for you? What PSU do you have? Just a couple things I can think of right now is the PCI-e bus settings in bios, and make sure you have the updated motherboard drivers as well as motherboard bios updated. When you open GPU-Z, and run their little stress test, do you see your PCI-E bus go to 16x or 8x version 2 or 3? If it stays at version 1.1 or some other crap, then I have been through that before with my GTX 560Ti, and the fix was to go into bios on motherboard and restore defaults..then tweak it back up again.
