also it depends on what type of games you are playing, if you are playing any multi player games with 16, 32 or 100's of people the CPU can be a real bottleneck. this is also true for games like civ and rome total war

If you're talking about performance per dollar, then the GTX 760 has a slight edge. You should always go for the most card you can afford. This will help you to avoid buyer's remorse and keep your performance up for whatever new games may be released in the future.
