No video. I7, AsRock z97 Extreme 4. Tried the 20+ step guide already!

Nothing going to mouse or monitor, tried everything on the trouble shooting!

AsRock Z97 Extreme4
i7 4790k
Corsair carbide 500r
Cooler Master hyper 212 evo cpu fan is running, paste spread evenly no drips.
graphics card unplugged for now to try this but gigabyte windforce geforce gtx 770
G skill ripjaw 2x4gb. tried with just one and in every slot.
wifi card unplugged.
Samsung 840 evo 250gb. Plugged in with SATA III and also to the power supply SATA to Type 3.
1 TB Seagate Barricuda unplugged but when plugged: SATA III to mobo and HDD power saver to mobo.
For a monitor I'm using my ole samsung 32" tv. its model #LN32A300JHD.
Have tried both hdmi and VGA, plugging into mobo. GPU is unplugged at the moment.

The CPU fan and back exhaust are two things plugged into the mobo that i can verify are running.

Let me add. I read a lot about BIOS not working with haswell's for a lot of motherboards. I'm hoping someone will have experience with a similar build and we'll see if thats the problem. I don't keep up with this stuff but I'm trying at the moment and asking for everyone's help.

i7Baby I am planning on meeting up with the one person I know with a computer, and I'll try some of his parts and have him look over my work. I am however comfortable that I'm either missing one major detail such as BIOS or making a tiny mistake on installation. Questions and suggestions are both welcome.

Googling and this site give me the impression my bios should work with my cpu. Which was the impression I got when I researched before ordering. I'm going to try removing the aftermarket cpu cooler tomorrow and see if it works. Otherwise I've simplied it as much as possible just to try and get it to boot.
