Hmm there a few thinks you can try as a starter.

1. Close the lid on your laptop right after booting up. A closed lid should force the laptop to output to the external monitor

2. Press FN + F4 to toggle through the monitors

3. You may need to be in the BIOS while toggling between the monitors. If that is the case and you can't see anything at start-up try the following: (or just hit F2 while booting up)

1. turn off your laptop (no hybrid shutdown)
2. Press and hold F2 (while ur lappy is still off)
3. now power on laptop
(still holding F2,)
4. "Please wait" would appear on the screen if you could see anything.. so to be sure keep the hold the F2 button for a good while.
5. now release F2

As a side note when you have passed this problem I think a BIOS update is necessary to be able to run Win7 properly on your laptop.

Did you complete the installation of Windows 7? Can you hear the Windows welcome sound?

It may not be Fn + F4 to toggle through the monitors.. It depends on the laptop but it usually that combination. Sometimes it Fn + F8 or Fn +F5.

Edit: Just read your laptop's manual. To toggle between external monitor and primary montor use Fn + F3.

Sorry for delayed answers. Surprised no one else is picking this up but yes.. It does sound like your PC is waiting for you to make a input in the BIOS or something.
Have you taken out the installation/boot USB/CD/DVD from the laptop as this will result in the PC waiting for input at boot up?

Are you able to disassemble your lapop? An alternative solution could be to manual disconnect your laptop screen from the motherboard (just a cable) and should force the external TV to be the primary screen.

Sure thing. 60$ is not that bad either and replacement of laptop screens are luckily usually pretty easy so I think that's a good choice. Annoying though, that we didn't find a solution. Please post your solution if you ever find one.
Also it's going to be funny to see what the screen is showing.. See how far you got with the installation :D
