I have upgraded my old decrepid system, to a practically new PC which I hope will be able to run games such as World of Tanks and others on the highest settings with 60+ FPS. I was wondering if any if you knew if my new system is capable of running high-end games, or a site/program to tell you how my system would perform. I'm not the best at computers you see..

GPU : Nvidia GTX 670 (mini)
CPU : Intel i5 4430
Motherboard: MSI Z87-G45
RAM : 4GB

Thanks,

I recommend adding another stick or get 2x8 for dual channel. 8GB of ram is preferable however games like world of tanks then 6GB should do fine as well.

The rest is fine, but if you have the extra money maybe go with the 700 Series.

Yeah, maybe I should get some more ram.. Are sticks expensive?

I agree with Joeteoh99 it kind of a waste though to have an i5 with only 4GB of RAM and consider upgrading soon to a 700 series card or a AMD R9 series.

Sticks are not expensive. Usually to get the best performance, you get two sticks of the same brand and model. Dual channel can improve the performance by 5% or so. :)
