As for the strength of each card, the R9 270X is still quite good.
I haven't heard of black screen problems in R9 280s though.
u mean to say i can play watchdogs at 1080p with just r9 270x
2GB of VRAM will be enough for Watch Dogs as long as you don't use a lot of antialiasing, and most games don't use even close to as much VRAM as Watch Dogs.
The R9 270X is supposed to get 40 fps on ultra settings in Watchdogs, with SMAA, as long as your CPU is quick enough not to hold it back. Very playable.

Not 'forever', but 2GB of VRAM will last several years, until after the card itself is out of date. And it will take quite a long time for 2GB of VRAM to become insufficient at 1080p.
No video card will last forever, of course. I know of some people who don't replace them for 4+ years and still manage to get good settings, but eventually every video card becomes obsolete. An R9 270X would last less time than an R9 280.
