Watercooling not working?

Hey, my friend and I just build a PC for him and he got a second hand H40 and we hooked it up and got it running (I think). It used thermal paste from my Hyper 212 EVO because he didn't get any with it. The fans are spinning (REALLY LOUD) and I connected the wire of the fan and the block. So we booted it up in the BIOS and the temperature of the CPU just kept rising to 71 degrees. That's really really high for idle. We're using a FM2-A75MA-E35 motherboard and a 760K Black Edition CPU. Any ideas what is causing this?

yea the H40 lol
ok really I would hope that you have a air cooler lying around for this processor, hook it up and see what the idol temps are, if they improve greatly, problem solved, other wise let us know what happened, I hope this helps.

A common cause of this is gunked up thermal paste, make sure that isn't the issue and also check and make 110% sure you've connected everything as well as set it up right.
