M3A79 T-Deluxe PCIe 2.0 vs 3.0

I have an older ASUS M3A79 T Deluxe Mobo and recently when powered on my computer started throttling the fans full bore, then they would relax and slow down just a little, then speed back up. This was continuous and would not get to actuallypost or load anything. Power supply tested bad (850W) so I replaced it with another (850W.) Same thing, so the PS blew something else out, I removed the video card and the boot process seemed to boot normally, as in the fans weren't doing the goofy speed up and down. I went and bought an updated card that happens to be a PCIe 3.0 Radeon, to replace the Radeon 4870. So I have no video at this point and the new card produces no video. I think this looks like a PCIe 2.0 vs 3.0 issue. However I have no other computer with a PCIe card, and trying to not return the new one if at all possible. On the flip side I have no other video cards to test in this computer to validate the PCIe bus is working properly.

So after all the details, does anyone know if I borrow a card from a buddy of mine, is there a bios update that will allow the 3.0 card to be backwards compatible (like they are suppose to be) so that I can continue to use this little rig, or am I at its potential and should I build a new one????

A BIOS update should not be required for either the motherboard or the GPU, the PCIe standard is backward compatible, so the GPU should work in the system (assuming all else is operational).

What make/model is the new GPU? Also, what make/model of PSU are you using?

GPU-RADEON R7-260 Double D edition (2 GB DDR5)

PSU Thermaltake smartpower 850 (I think it says smart power. )
The MB has two 16x slots, and the old video card had the same effect (Fans spinnig up) in both slots. Also the new radeon card has the same effect in both slots (fans spin up normally and feels like it is starting up.

An interesting note, this card only has 1 6-pin aux power socket

Going to try a weaker card this evening. I'm just thrown by the PCIe 3.0 thing. I've read here and there that there are some people having problems with the 2.0-3.0 change in HW.

True, but in your case, there is a common denominator, the motherboard. From the sound of things, both the older and the newer GPUs are doing similar things.Could you borrow a know, working GPU from elsewhere to check out your rig?

I ask because it is entirely possible that your new GPU is a dud (albeit unlikely).

Thanks for all the insight guys. Went to a friends and tested it all out... Mobo is bad, even the old video card worked in his computer, that was the bad news...... Good news is this serves as reason enough to build a new rig! Thanks for all the input!
