Display Flickering When Idle

I've had this problem with both my old HD 7870 and my new R9 280x (Just came today, fitted it and have the exact same problem). This has been going on for a year and I'm practically at my wits end with it:

When the desktop is pretty much idle (i.e. not in game), after a certain amount of time (it varies), my screen will - for a millisecond - flicker. The best way I can describe it is as looking like VHS tape static.

I've heard murmurings that this might in fact be an issue with the HD 7800/7900's memory clock settings, but I haven't tested if this is valid.

Here's what I've done to troubleshoot it:
- Upgraded from a 620w PSU to a 750w PSU
- Tried to get the 7870 RMA'd, but it was returned. They said there was no apparent hardware fault.
- Messed with the refresh rate settings
- God knows what else, including trying legacy drivers for the card- the works!

Here are my specs:
- Gigabyte Z77-DS3H
- Intel Core i5-2500k CPU @ 3.30GHz
- MSI AMD Radeon R9 280X
- 16 GB Memory
- 750w Corsair PSU
- Windows 7 Home Premium 64 Bit
(Forgive the lack of detail; can't find a good program to copy my specs into clipboard)

I'd be so grateful if somebody could help me with this one, because I'm completely stumped with it. I tried to live with it, but it's just getting to me now; especially given it's become an issue with my new card.

Sorry, I should have mentioned that the 7870 was actually tested on a different machine to my current one and the same issues have occurred.

This is my second monitor since the issues cropped up with the HD 7870. I don't think it's an issue specifically with the monitor.

Doing some reading this appears to be a common problem in the HD 7XXX series of cards, as well as the newer R9 280 series (which, itself, is based on 7970).

Yea, the new R9 series is a rebranded 7000 series. That's all it is. If you grabbed something from your friend like a 6970 or something like that (or whatever the high end 6000 card is, idk since I use nvidia), you could try it out and narrow it down to the R9 series card.

Sadly, all my friends (And relatives) are - like you - using a Nvidia card.

Honestly, this experience has made me begin to wonder why I've been blowing the AMD trumpet all these years.
