In my country there are these cards available under 200$ budget

HIS R9 270 iCooler
MSI R7 260(Expensive than HIS 270)
EVGA GTX 750 SC 10
MSI GTX 650

Which one is better or suggest another one under 200$ budget please

R9 270 is the best out of all of those, but if the R7 260 from MSI is more expensive (and MSI makes some of the better graphics cards), I'd worry about the HIS card. See if you can get an R9 270 from brands like:

MSI
Sapphire
Gigabyte
ASUS
or see if you can get a GTX 760 for $200 (I believe it retails around $220, $230) so it shouldn't be too hard to find one.

how about GigaByte R9 270 (2048MB - 256BIT - GDDR 5 - CORE CLOCK 975MHZ - MEMORY CLOCK
5600MHZ - MINI DISPLAY PORTx2 - HDMI - DVI) around 260$

and is gigabyte equally good as msi?
im lookin for a card with 2048mb and 256bit last one i had was gtx 560ti

Evga Gtx 760 here is around 340$ mate
You used gigabyte ? what about its cooling?
and Gtx 760 better than r9 270?

GigaByte R7 260x 2GB GDDR5 Vs GigaByte R7 270 2GB GDDR5
My friend want to get 260x
is there a huge difference between 260 & 270?
And in which ways 270 better ?

If price is a big difference, then I'd suggest the R7 265, which effectively bridges the two cards. It has performance similar to that of the 270 but has a price tag of that similar to the 260. I think it's the best compromise, and Sapphire makes a good version of it with the dual-x cooler.

In case I didn't state this before, Sapphire makes the best AMD cards by far.
