Battlefield 3 lag

Recently I purchased Battlefield 3 on origin running Windows 8.1. On windows 8.1 I was getting around 90 FPS Max settings. I decided to downgrade to windows 7 and download battlefield on that OS, when I ran the game and joined a server I was getting a max framerate of 3 FPS whether I was on max settings or on low settings. I have tried uninstalling the game and re-installing it and that didn't work, got the latest drivers and that didn't fix the issue so i'm am at a point of I have no clue what it could be. Does anyone know what it could be?
 
Solution
go to your motherboard manufacturers site and download the win 7 chipset/audio drivers and inf installer.
get the latest drivers from your cards manufacturer, not the beta driver the latest whql 1
uninstall all the gpu,audio,lan. do not reboot.
clean your registry and reboot.

go into bios and enable hpet (high precision events timer) win 7 uses it to sync its clocks in hardware so win 7 will randomly crash if its disabled.
install directx 10 june 2010 as this will add backwards compatibility and stability to some direct x libraries.
lastly repair the install of bf3 via its icon in origin.

By you saying "uninstall all the gpu,audio,lan." Do you mean drivers?
