Does Nvidia Inspector FPS limit really work?

Good evening,
I have tried Nvidia Inspector for FPS limit, but I see it rise to over 100 although it is set to 30! Is there something else I should double check? or another program I could try? it is Nvidia 740m.

Tried Battlefield 3 and League of Legends. Measured with League of Legends' FPS counter. Couldn't test it in Battlefield 3 with an independent FPS counter, but visually or in term of heat I didn't recognize any difference.
