Trouble installing Windows 7 From Disc onto blank HDD

Attempting to install Windows 7 64-bit on a blank New Seagate Momentus Thin 500GB in a Dell Inspiron 3520

The Issue: Upon startup, i get "Reboot and select proper boot device or insert boot media in selected boot device and press any key".

I have formatted the HDD to NTFS and it has an assigned drive letter, and is recognized on this functional laptop when plugged in externally. I have also tried changing the boot order to both Disk drive, and HDD, and diskette to no avail. It is not a problem with the Windows 7 ISO disc itself, because it works proper when inserted in this laptop. I have spent a couple hours cruising the forums, trying out different solutions and have yet to find a fix.

Your Optical drive should be set first on your boot order. Make sure the SATA port that your HDD is connected to is also active. Hit the F2 key and it should ask you what device to boot from. From there you should be able to select your Optical drive and it will say something along the lines of "Press any key to boot from CD"

Ok, in BIOS for SATA ODD it reads TSSTcorp DVD+/-RW SN-208BB

And SATA Operation is set to AHCI, i'm assuming it has the proper drivers for AHCI

Thats what thought, but i get the same "Reboot and select proper boot device or insert boot media in selected boot device and press any key" error.
