Need to make a build around a few parts

A friend made a mistake and ordered a high powered graphics card for his incredibly budget machine. While the motherboard supports it, his power supply is a joke, the motherboard and CPU are both very weak as well. The plan is to simply build a computer around the good parts they do have and I'm hoping to get some suggestions for the build.

Approximate Purchase Date: ASAP

Budget Range: 600, could go as high as 800. After shipping, before rebates.

Legend... dude.... stop telling people untrue things about graphics performance. Anything above 35 FPS will be an unoticable change. My 1GB 128-bit R7 250 used to play Battlefield 4 on near ultra smoothly.... Now my 260x plays 40+ FPS on ALL games on the market on ultra at the smae resolution as this guy. How can you get away with such lies?
 

And even if that was true, what's the problem with medium to low settings? Does anyone else here like me still play Roller Coaster Tycoon 1 and be satisfied? :p

If you read what he says, it would suggest that the OP wants the best graphics available, while spending as little as possible to accommodate the main man, the gpu, so I'm telling him, by side lining all the other components,I'm telling him/her what the OP can get

OMG, yes you may get 60 FPS on medium but anything above 45 FPS you really don't notice much difference. Still smooth as butter bro. Literally ultra gets 45 FPS for me at least..
 


You have literally said you run it on ultra smoother than butter on ultra, on 3 different posts... and the benchmarks for your r9 260x suggest it can run medium at 45 fps.

Of course, I get people to grab a good card. Want a damn video of proof dude? Seriously... Benchmarks aren't everything... That's all just biased or "changed" to make one graphics card better then the other. Use real proof, not some benchmark from some rinky-dink website or poster, and test it for yourself.
 


So you're saying all benchmarks are fake? and that we're being lied to? are you on about singleplayer or multiplayer?

Always multiplayer. Games produced in 2014 (which I always am on) never really have a good singleplayer. Not fake, just not what your research should be based on. Basing things on benchmarks is like getting history about life in the 1500's in North America from a Chinese rice producer. No correlation from actual experience.
 


So you're saying gtz 210's could run bf4? I mean benchmarks say it can't but that doesn't dictate actual performance right? For all we know, a titan might not be even good enough for minecraft if what you're saying is correct. Why not get a dual core processor for a gaming rig then? benchmarks say it's bad but they're just inaccurate and not correct am I right?

Benchmarks don't sway me to think it's bad. Actual specifications on the component. For instance, I know a dual-core would be bad because of the smaller amount of transistors, lower memory and core clock, only two cores... etc...
