Weird GPU buzzing sound after dusting

Hello. I would like to ask for some help with my problem. A few days ago, my monitor started blacking out in the middle of a game of League. A friend told me that it was probably my GPU overheating. To confirm this, I put my game in window mode and watched my GPU temps while I gamed. Around the high 90s, the monitor went black again. The next day, I took out my GPU, took the fan apart and used compressed gas to get rid of all the dust. Now, when the fan is on low speeds, it makes a weird buzzing sound. When I crank up the fans with MSI afterburner, it sounds normal. From observation, the sounds are made by the fan trying to spin, but stopping right after.
I have a MSI N460GTX Hawk GeForce GTX 460

To me it sounds like your motor has gone on card, for a card that old it has lasted long enough but I could be wrong. Have you Googled it to find out more as the 400 series had a few heat issues, like the 470 would reach around 89 in BattleField Bad Company 2 which was an occuring problem with a few games and the 400 series!!

Update: I noticed that only one fan was on at all times so I downloaded Furmark to run a stress test to see if the other fan kicks in when the temperature goes to high. It did not. Only one fan was on even with temps in the 90s. I took the graphics card apart and the fan that wasn't spinning was hard to spin even by hand. What should I do with the broken fan/GPU?

Sounds like just a broken motor or something is blocking the fan but you cannot see anything blocking the fan then you have a dead motor, do you have an extended warranty the allows you to dismantle the card and give it back to either MSI or Nvidia for them to take a look at it?
