Framerate Issues with GTX 690

Recently I've been noticing that my framerate has been declining on games that, on a usual day, give 80+ FPS on Optimal Settings (as per NVIDIA Experience). A good Example would be AC4, although terribly optimized, managed to get 75 Fps average, and has declined to below 60.

I'm thinking of three possible Issues.

A) Temperature

From what I've heard, a CPU with Temps below 60C is healthy and a GPU below 80C. Recently, BF3 has pushed my GPU to 85C, which has raised my concerns. I'm not sure what part of my cooling is failing. For my rig, I have 4 Intake fans, 1 of which is 200mm and 3 of which are 120mm directed at my GPU. For exhaust, I have 1 200m at the top and 1 120mm at the back. All of them are set on Automatic.

B) Dust

It's been a while since I cleaned out dust, a slow poison for computers, as I've heard. It could be caused by having more intake fans than exhaust.

C) Bottleneck

I'm not sure if my processor (Intel 17 3820k 3.6 Ghz) is a bottleneck for my GPU (NVIDIA GTX 690).

85c is taking your GPU up just past its thermal limit, which will cause the Turbo Boost clocks to throttle down to stock speeds. Cooler temps will allow your Turbo Boost clocks to increase and boost your performance. (Note, I'm not referencing the GPUs' thermal threshold, the point at which damage can occur, which is around 95c for a GTX 690 chip.)

Your problem is most probably dust so give it a clean but also Geforce Optimizer is a useless programme it puts what your card is suppost to do not what it can do! also you shouldn't have a bottleneck with your CPU any intel 4 core above 3Ghz shouldn't have a botlleneck with any card and if you have cleaned out the GPU and it turns out to be CPU heat either replace your cooling paste or buy a new air cooler/water cooler...I would recommend investing in some case fans like the CoolMasters Sickle just for a little more cooling.

My CPU is cooled by the Be Quiet! Dark Rock PRO Cooler, which I think would suffice as a good cooler. I have a total of 6 fans throughout my case, so I'm a little concerned if more would be redundant. I guess some cleaning is overdue, but is it okay to have more intake fans than exhaust fans?
