I've just built a new rig running a 4790k@4ghz With a H100i cpu cooler. replaced with SP 120 fans

Running initially the temp would be 40 idle with Stock thermal paste. Prime 95 test 100c at load.. I ran the test for only a few seconds and shut it off. Needless to say I was concerned. I thought maybe if I upped the quality of Thermal Paste with a reseat of the cooler might fix things.

I then switched thermal paste (artic silver 5) and reset/remounted the cooler.
My idle temp raised to 45c. Can anyone give me a few things that I could test to help resolve this issue?

Gee - and you got rid of the Noctua for this!

Got Corsair Link working properly?

What fan speeds? Should be around 1000rpm

What pump speed? Should be around 2000rpm

Ok... I just looked up what you were talking about. Link is downloaded however it doesn't show anything except cpu temp GPU temp SSD temps and CPU load. The link is installed properly and I have the link plugged into a USB slot. I wonder why it isn't picking up my pump and fan speeds...

Everything is connected correctly I even switched the USB port that the Link is directly connected to.

My corsair link does NOT look like that. It is missing the pump speed and fan speed. I maybe have something defective. It does not recognize the pump or fans.

Yes I did. I also am about to restart my computer while changing
Registy values
- AllowIdleIrpInD3 = 0
- DeviceSelectiveSuspended = 0
- EnhancedPowerManagementEnabled = 0
- SelectiveSuspendEnabled = 0

Ok That fixed my corsair Link.

My fans are 1300 RPM and pump is at 2200.

So it's working OK

Does bios/uefi give the same cpu temps?

You should only get 40C idle on a real hot day - especially without any overclock.

And 55C max gaming

Is it a hot day? Did you do the thermal paste properly?

It is not hot in my home. I have took this thing apart about 7 times now reapplied thermal paste everytime. Best idle temp I can get is 37c. Best load temp is 86c. Everything is mounted correctly. CPU is set at stock still. I'm frustrated to say the least.

I'd say your cooler isn't working properly still. Call Corsair. They'll go thru obvious stuff then get you to RMA it.
