My GPU just failed like 30 minutes ago... It was such a tragic loss :(
Anyways I have very little money to spend on a new GPU right now and I need one really fast since now I can't use my computer, and because unfortunately the fan on my old GTX 650 is broken and can barely spin (like 10 rpm). I was considering buying a R9 270x this winter/spring, but considering the circumstances, it'd be better if I just buy it now.

Now to my question, is buying a GPU on ebay safe? Ebay has been really good at refunding damaged items in the past (they weren't computer parts though). So far I have only found a few that include the original packaging. Are these safe to buy? I understand they were used for bitcoin mining.

First of all check to see if your current card has a warranty. Most come with at LEAST a 2 year warranty, many have 3 year, and a few lifetime for the original owner. Check that out FIRST! I've exercised this before and it was great. If its an older model that they don't have they will give you an equivalent. I once had a 5870 and they didn't have a replacement so they sent me a brand new 5970. At the time it was a $700 card in place of a $400 card. It was an ASUS and their support was GREAT.

I've bought a card on eBay before with no issues. It was a 4870 back in the day. Just read the person's reviews. I prefer to buy from someone who isn't selling a ton of stuff and doesn't actually test it. I prefer someone who is just upgrading...

If they have good reviews, good chance they are honest.

Well you seem to know the risks already and you're taking good steps to make sure you get something decent, original packaging, buy from the states. You probably won't get warranty and it's pretty much the same risk you face buying anything second hand, you don't really know it's history, but i know a few people that have bought cards off ebay without issue so i'd say it's ok.

I tried that with a 90mm case fan when the fan on it broke like a year ago, but the fan's RPM is too low and it idles at 60 degrees and reaches 90 degrees playing a game then the computer crashes.
