I just bought this processor brand new, and it says it has pre-applied thermal interface material. Does this mean I can go ahead and throw the processor and heatsync on to the motherboard without adding any paste?

I am not sure but I would think so. You might want to check if it includes a thermal pad instead of thermal paste, as a thermal pad is kind of like tape you place on the CPU. What color is the CPU and does it have a nice texture to it?

Yes, you can apply the heatsink to the processor with it. Be sure to remove any plastic or wax paper they may have used to protect the material.
