Ok, so about a year ago I built my own computer and for the past 3-4 months I've been having strange issues. Randomly throughout a "computer session" all of my programs will become unresponsive for ~30 seconds or so, along with most functions of my computer EX: Closing out a program, opening task manager, etc. I can still hear all sound, however. When I originally built my computer I don't remember having these issues. Occasionally a window will come up that says "The program Microsoft windows has stopped working" and I get the options of end program or cancel, If I press cancel it will still come back in ~30 seconds. I've tried everything I can think of.

* I've actually reinstalled a new operating system (I went from windows 7 to windows 8.1) to see if it was software related but I still have the same issues with 8.1 which leads me to believe it's hardware.
* I've tried different ram and I still have the issues.
* I've watched my temperatures and they never go over 30 Celsius really.
* I've made sure all cables are fully plugged in, all fans spinning, etc.

At this point I'm unsure as to where I go next, so all help/suggestions are much appreciated. Thanks!

When you switched to a new OS did you do a complete Format and new install, or was it an upgrade?
If it was an upgrade it could still be software related.
Is your copy of Windows legit?

Instead of switching out RAM run a RAM checker. Who knows, you might have multiple bad sticks.

Have you run any malware scans?
Malwarebytes is usually a good place to start.
 
This Could be driver conflict. I had a similar, but not exact, problem and it turned out to be just that.
Open MSConfig (or its equivalent in 8.1), Click the tab for Serivices and check mark the box for "hide all microsoft services." If you have a printer or camera installed on your PC, then uncheck those serivices; then go to the Startup tab and find the printer and camera startups therein and uncheck those. Reboot and see if that solves the problem.
Tracking these errors and lock-up is long and frustrating, and usually done 1 or 2 items at a time.
My problems started in early 2013; I spent much a lot of time and finally solved it by NOT letting HP startup until I manually started it (my printer) and installing completely new and updated drivers after stripping everything HP out of my PC and PC's registry.

I completely reformatted. I still had the issues on windows 7 as well, so I feel like it can't be a software issue.. Who knows though.
