I noticed this problem for a couple weeks now in games (every game I tried), exactly every 10 seconds, I will lag.
I did a lot of search and everybody points at fans, router etc.
My pc is clean, nothing is overheating, can't be the router since my wife's computer (on wifi) and my HTPC (wired) don't have the problem (still I did try resets, channel change etc).

Here is a screenshot of my Ressource Monitor:

I tried uninstalling programs I installed recently (I don't remember exactly when it started as I thought it was just lag from downloading while gaming). I also unplugged my bluetooth, uninstalled, nothing worked.

This has to be something on my computer, maybe a service or something that somehow does something that drops my speed (I do not disconnect but I do lag for a second or less). I am hoping someone has had the same problem and could help out.

Thank you
PS: this is very annoying when you play and rubberband back every 10 seconds :(

Well have you looked at the drivers for your NIC? Are they up to date? If they are up to date try down grading the drivers. If none of that works there could be something wrong with the NIC port so you could always try installing a new NIC and see if that makes a difference.
