Need Advice on some CPU Frequency readings Please

OK guys I know I'm new but this is not normal and even i know that. I opened ASUS AI Suite 3, AMD Overdrive, Core Temp, and HWMonitor. and noticed all except Coretemp were showing a constant frequency of 39xxMhz. While CoreTemp showed all 4 cores at 19xxMhz. Below is a screenshot of the monitoring software. And below that is a link to my build log for all my specs. I would really appreciate some insight as to why i am not down clocking while idle/web surfing. Thanks Again

what i don't get is that im showing in multiple monitor programs that im holding steady at 399xMhz. which from what i understand is around the 3.9Ghz mark. My AMD Athlon X4 760k is a 3.8Ghz with 4.0Ghz turbo. But no matter what at IDLE it holds that constant 399xMhz (3.9Ghz) but my CPU is never put under any sort of load, stays at a low CPU usage %.
