advice and help building first gaming pc

I posted before but didn't get many replies. I also have more info on what it is need help on. Im trying to build a gaming pc that can play games like battlefield 4 and future games but it should also handle emulators good. It is also going to be used to play hd blu ray movies. It is going to be hooked up to my flat screen.

Some specs to consider

Ps2 emulator requirements:
CPU: Intel Core 2 Duo @ 3.2 GHz or better OR i3/i5/i7 @ 2,8 GHz or better OR AMD Phenom II @ 3,2 GHz or better
GPU: 8800gt or better (for Direct3D10 support)

Wii emulator requirements:
Intel i5 Sandy or Ivy Bridge CPUs or higher (i7).

Dreamcast emulator requirements:

CPU: AMD Athlon XP/64/Turion at 2 GHz or Intel Pentium 4 at 2.6 GHz or equivalent
Video Card: Nvidia GeForce 4 Ti or ATi Radeon 8500

AS I said I need help building the most cost efficient gaming pc for around $700 and should be able to play future games.
Any help would be greatly apprecieated

One is an r9 280 while the other is a r9 270x. The 280 is a tad bit faster.

The 280 is a little stronger than the 270x, definitely worth a look :)

will do thanks a lot. But what if I want graphics better than ps3/ps4. any suggestions. would I be able to keep the cost at around the $700 range

the 270x beats PS4 graphics already, and the 280 beats the 270x

would it be beneficial to boot off of a SSD for a faster boot? if so would something like a 40gb ssd do fine just to boot off of
