Streaming with OPS uses 100% CPU (Twitch Streaming)

Hello everybody, so I have encountered this recent issue with OPS and also XSplit (It uses 100% CPU usage) I am attempting to stream TF2 at 1080P with a bitrate of 1000.
Don't know if this will help but my internet connection is 70MBPS download and 20MBPS upload.
Any suggestions maybe? Here's my specs if you wish to have it.
CPU (Main Issue): AMD FX 8350 8-Core (Runs at 20C idle, 40-50C on max load so heat isn't a issue)
GPU: Nvidia GeForce GTX 650 Ti 2GB
RAM: 16GB DDR3
Display: 1920x1080
OS: Windows 7 Ultimate 64-Bit
EDIT:I had Windows Aero on which OBS described will slow down the stream and the PC, I decided to disable it to see if it resolves the issue but proved to be no help at all.

Hey There! It might be something as simple as a virus. Download the free program called Malwarebytes Anti-Malware...run a scan and see if it comes up with anything. I can't see why those programs would take up that entire CPU. I've been doing a lot more intensive things on my FX 8350 and haven't come close to 50% CPU usuage.

Ran a scan, Malwarebytes came up with nothing. Does this program have compatibility issues with my hardware, although XSplit did the same exact thing. I will try this program called HitmanPro360 and see if that will find anything.

Sorry for the late reply but HitmanPro360 came up that I was indeed infected, I don't even know how as I never have 100% when im not streaming. Well now it only uses 30-40% CPU while recording at a high bitrate and 60FPS at 1080p. Thanks for warning me that I might have a virus i'm not aware of.
