Low performance with dual R9 290/FX 8350

Didn´t get the forum so my question didnt get published. but here it is .. Hi! I have a question about my setup. My english is not so good so I hope you guys have patience =P
I have a FX8350 cpu with a Gigabyte 990FDA UD3 motherboard. I bought this in belif this was better than my old setup (q9550/Asus P5E-D) On this I got two R9 290 XFX reference graphics and here is my problem. I cont get the full use of these cards. I always get a lower FPS than othe setups with the same graphics. and if I check the usage on the CPU and GPU´s none of them is throttleing. For example. Unigene Valley eith max setting it only uses 60% . What could cause this? My old setup gave allmost the same result? . Unige Valley (3100) pionts ..

Some games and other applications don't work as well with crossfire and make sure all cables are connected firmly and make sure you have a powerfull enough PSU and it isnt getting too hot.
The setup is stable. The PSU is an Antech 900w so I belve it´s enough =)
I am aware of that CF isn´t optimized for all games but either way It´s dosent perform as it should do compared to others. For example BF4 i the avg FPS about 40 . Should have at least 60-70 fps
