r9 270x requires 24 amp @12+ volt and a 500 watt psu so 650 watt would be more than enough for u.........
u can play games at ultra settings with good fps with r9 270x and i3 3220 but if u are going to upgrade the processor get the i5 instead of i7 there is no meaning of getting an i7 for just gaming as games will not utilize the full potential of i7 and it will just be a waste for money i7 is for mainly rendering 3d modeling etc. so go with i5 instead its what u need for gaming...........and for upgrading one more thing u currently u have an ivy bridge 3rd generation processor with lga 1155 socket so your motherboard is also is a lga 1150 socket boar ....if u upgrade to a 4th gen i3 i5 or i7 u have to also change the motherboard as the...
r9 270x is much better than the gtx 750 .....................r9 270x will gige u high performance game play at ultra settings with almost any modern game at 1080 p but with gtx 750 u can only manage playing at low to medium settings......
there is no comparison between the two cards gtx 750 u can compare it with r7 260x and gtx 750ti with r7 265...

The GTX 750 is not going to give you that good of a performance. The GTX 750 Ti however, is good enough for playable frame rates at medium and sometimes high settings for most contemporary titles. But again, if you have the money, the R9 270 or R9 270X (slightly more expensive than the former) is much better. Those AMD cards can be considered the mid-range GPUs in today's landscape. The GTX 750 series are in upper entry level.

One unique advantage that the GTX 750/750 Ti have going for it though is its extremely efficient power consumption. If I'm correct, it's the first card to introduce Nvidia's Maxwell architecture to the desktop market. This allows it to only use an estimated 60W at full load, making it the desktop card with the best power-to-performance ratio ever. Similar cards like the R7 265 use 100W to get the same job done. Therefore, it can be a wise choice if you have a low wattage PSU (~300-400W, possibly from a stock consumer Dell, HP, etc) and can't spend the extra money to buy a better PSU to support the also more-expensive R9 270/270X which use about 150-180W (which require a 550W+ PSU).

Basically, keep in mind that when you pay more money for the better card, you might also have to pay more for a better PSU.
 
gtx 750 ti is power efficient but its not sli capable and the r9 270x is a upper mid range the r9 280x and the r9 290 would be the proper upper range card and for nvidia gtx 760 is a upper mid range and gtx 770 and gtx 780 are considered as upper range cards..

I'm planinig on upgrading my psu aswell I don't trust my old omega 500w modular sound if it's labouring in my system already so I get a 650 w and the R9 270x will I be able to run the new games with a i3 3220 and that card and a what settings I'm planning on upgrading my cpu to i5 or i7 just waiting to see where I can find a good used one

Yes its the 1155 system I got got it for a good price so n bought it I had a 1150 system with a i5 but it got stolen so I'll stick with the 1155 it doesn't look like its a mayjor performance defrence between the 2 or am I wrong ?
