Terrible FPS with an overkill system.

Hi, I was hoping that someone could help me with some issues that I'm experiencing with a computer that I recently built. I'll list the specs below.

My issue is that I'm getting extremely low FPS rates in games, especially when it comes to rendering many things on a screen at one time. For example, in World of Warcraft I get as low as 7 fps in populated areas. In Borderlands 2 and Far Cry 3, my FPS fluctuates between a stability of 60+ FPS to as low as 25. My temperatures are very cool.

This should not be happening for a 780 Ti. Can anyone give me some advice or suggestions on what I can do?

Temperatures of the System, CPU and GPU range between 30 - 40 degrees Celsius.

Motherboard doesn't have a VGA port even if I wanted to. HDMI straight into the 780 Ti.

Stress the system, use something like heaven, there are options with msi, afterburner to show your clock speed and GPU. make sure you giving enough juice to the card( check the power connectors). If the GPU seems fine, stress the CPU.

Recommended to me by both www.msy.com.au and www.pccasegear.com
 


In EVGA Precision X select voltage and tweaks, click on K- Boost, reboot. Card will now run at max clock speed all the time. Or in settings just make it run on the highest clock speeds available , same applies to Fans RPM.

I didn't use a psu calculator or anything, this is just off the top of my head. but 650w seems low/boarderline for the hardware your using, even with it being 80+. I wouldnt want to run that system on anything less then a good 800w psu for abit of breathing room.

I couldn't download Precision X because every time I try it says something about a disclaimer where they're trying to justify themselves against some attack based on RivaTuner infringements, which I couldn't care less about.
