Need to turn computer on twice

Whenever i turn on my computer the taskbar isn't transparent and the performance is drastically worsened especially when watching videos it will be at a very low framerate and the only way to stop this is turning my computer twice, I don't know why that works and I'm not sure how to fix it.
 
Try removing your video card reseating it firmly and locking it into place. If that doesn't help you can try and plug your monitor into the onboard video output for the motherboard. If the problem is gone it's likely to be a bad card. In that case try using another PCIe slot to see if maybe it's the slot that's bad. If you still have the same problem either RMA the card or get another. Or just use the onboard video if you're not in need of a card for gaming or video editing.

Since you didn't include the complete model number I can only assume that you have the 980DE3/U3S3 which has onboard VGA so if you're using DVI or HDMI outputs you may have to use an adapter or a different cable to utilize the VGA output for testing.

You might also try making sure you have the most recent drivers for your card. I'd provide you with a link to that but since I also don't have the full model number of your card and there are many versions of the Powercolor 7850, I don't know which driver you might need.

I have had the same problem when i had my previous gpu and my mobo only has one slot for a gpu so i can't try another. I have checked my drivers and they are the latest and i have uninstalled the previous gpu drivers for my old card.
