Meh, you can try, but don't expect nice results. Maybe the AMD gaming app's DVR system is your best bet, as your cpu is barely powerful enough for recording, let alone streaming...
The app however, instead of using the cpu, leverages the gpu for a performance hit of around 5 to 10 fps, depending from game to game, while letting you run video recordings, highlight recording and direct twitch streaming (pretty much works the same way as Nvidia's shadowplay)

A frank review of your system:

CPU: Good, but far from the ones which can record or play the games you mentioned smoothly at high settings with 50-60 FPS.

RAM: Ok, enough for what you said you'd like to play.

GPU: Okish, still good enough to play many newer titles at decent graphics, but that said, don't expect it to be purely amazing.

I hope by streaming you mean being able to play those games and not record them.
Yes you can play them.
No you shouldn't record them, it'll lag like hell.
Hope this helps

I'd rather upgrade my GPU/ CPU before doing so.
The CPU won't be able to handle it and the GPU is not powerful enough to handle both recording and games (it'll run the games without problems though). On low settings, expect around 20-30 FPS max.
