GPU no signal

Hello i have a problem with new GPU. After connection into motherboard everything is alright (fans are rotating,...). But when i connect monitor it says no signal. I am sure monitor is ok, when i connect old GPu everyting is fine (screen has a signal). Gpu itself is alright too, cause if i connected it into my friends PC it was working correctly. I dont know what is causing the problem. Weird thing i its doing only sometimes...if i restart my computer like 3 times it is working suddendly but after restart is no signal again.

My PC:
Motherboard - Gigabyte GA-Z77-DS3h
CPU - Intel Core i5-3570 3800 Mhz
GPU - Sapphire R9 280 (without x)
RAM - Corsair XMS3 (4*8GB)
PSU - Corsair CS 550

Have you checked for updated Bios (pc) and firmware (gpu)?

I have newest BIOS...i tryed to reflash it again => it doesnt help. I think firmware in my GPU is alright its brand new GPU. I dont know if its related but if its working i can hear whistling noise in my headphones (in high performance) that sound wasnt there before but now i can hear it with the old GPU too. Second thing is GPU-z is saying that graphic card is currently running at PCI-e 3.0 x4 (I am pretty sure its in PCIe 3.0 x16 slot)
