I am currently looking to purchase a 27" monitor to replace the 19" monitor I am currently using. The monitor I am currently using is nothing special, just a generic dell monitor from about 6 years ago. The major purpose for this monitor is for gaming.

I have a Radeon HD 7870 currently running in my PC. I don't really have a preference to brand as long as what I am buying is quality.

I need to figure out the best value for my dollar. I want to keep the price near $200 dollars, unless there is one thing that makes me spend the extra $30-$40. Now I know that I wont find a top tier monitor for around $200 dollars, but I have found some decent monitors on sale.

The major issue I have currently is the difference in response times for each monitor. The current difference I am looking at is 2ms vs 5ms. I've heard multiple opinions that seem to contradict each other. Some people say the gap in response time wont be noticed, while others say you need 2ms to have a decent gaming monitor.

With this in mind, I have found two monitors that have this gap.

The first is this: http://www.newegg.com/Product/Product.aspx?Item=N82E16824009590

The second is: http://www.newegg.com/Product/Product.aspx?Item=N82E16824160168

I am not sure if I should give up the IPS and 5ms response time just to upgrade to 2ms. If response time really doesnt matter between 2ms and 5ms, then purchasing the monitor with IPS would surely be the best choice correct? And it would also be more beneficial to have the 27" over the 24".

I guess the final question would be, is it even worth downgrading the size and other features just to have a slightly quicker response time or do other factors take precedent over this?
