Budget Motherboard to Overclock FX-4100

Hi, I'm looking to review my options for a cheap motherboard to overclock my FX-4100, I'm having problems with my computer so I'm checking prices to get ready if something gave out, the motherboard is my biggest worry so that's what I'm focusing on most.
my Current Specs:
FX-4100 Ocable to 4.4-4.6GHz with a CM Hyper 212+ Cooler on a Ga-990FXA-UD3 Rev 1.1
2x4GB Kingston 1600MHz DDR3 Ram that shows speed as 1333MHz
Visiontek Radeon HD 6970 2GB GDDR5
OCZ 700W PSU

Problems i'm having with my computer is:
Was running Windows 8.1 Pro Preview till reciently.
HDD Gave out so I replaced it and bought a OEM System builders version of Windows 7 Home Preimium 64 Bit with SP1 for $125 to put on it, but I can't install due to it showing up that a file or 2 is missing or corrupt after windows loads files, I tried downloading and burning a ISO to a DVD and using that along with creating a ISO of the Disk I recived to put on a Formatted USB Stick using windows bootable DVD/USB Tool but that didn't work either.
on top of that, it's taking a bit longer than normal to POST and when the splashscreen for the MOBO/BIOS Shows up, it normally goes to a black screen with flashing white underscore in the top left, I try going into the BIOS or Boot Menu from the splash screen, most of the time it don't work even though I mash the required key and I hear a key beep after I mash key for a while, the Num lock works so I doubt it's the keyboard.
 
Solution
You might also try pulling one of your sticks of RAM to see if that helps. If one doesn't help put it back and pull the other and try it.

Finally got to test it today. I ran a Memtest with both sticks and it was throwing a whole bunch of errors partway through so I know at least 1 of the sticks are bad. i'm testing them 1 at a time now with a stick of ram I know is good to see what one it is. I'm just glad in a way that it's the RAM and not the MOBO.
 
For sure. I wouldn't test it with another module though. Install a single module in the correct slot designated for single module operation and run memtest for a minimum of three passes, preferably 7, or until you get errors if that occurs sooner. Then test the other individually. Testing multiple memory modules with memtest can cause false errors and can also, obviously, make it difficult to determine which module is causing the errors or if the errors are due to incompatibility of the modules. Test them one at a time.
