How to control fan speeds?

Provide PC details if you want a constructive answer. Including what ports the fans are plugged into.

All ports are plugged. I have 4 fans, including the cpu one. Actually I am able to control now with Open Hardware Monitor, But when I place the cpu fan at 100% the speed goes lower. (from 1200rpm to 900rpm) I am using a rad. One of the rad fans is connected to the cpu fan header, the other on the psu (yeah, not trying to control that one). To change the speed to the 1200rpm, I select default
