Highly variable latency across HomePlug network

I have been having lots of problems with my home network; mainly with Plex video streaming, and on lots of troubleshooting I have discovered a failt in the latency between my main desktop PC, and my server on the other side of my LAN.

My network goes as follows:

BT Homehub 3 --- Solwise (200 or 500Mbps) Homeplug + Desktop PC (Win 8.1) --- Netgear router --- Server (Win 8.1) + iMac

When using the ping command in cmd, I will get somewhere between 3ms, and 300ms to the server, and between 4ms and 500ms to the iMac. From the server and iMac, latency to my desktop is similar. However, when connecting to a WAN; using Pingtest for example, the latency is nominal.

Any idea why this is happening? I plugged the cable from my second Homeplug straight into the server; yet the problem persists. Could it be a problem with my Desktop; or the Homeplugs?

Update: Running more programs on the server (Backblaze, BitTorrent etc) seems to make the latency even worse.
