What is the best liquid cooler out there?

I will be using new i7 4790k and i want a propper cooler. At the moment in my mind is H100i but i want something even better, and i will actually pay bit more for some cool features like lights or something. Just suggest what u think is the best.

Best would be outside of the all in one coolers completely. Called open-loop or custom loop. All in ones are also known as closed loop coolers. Start up investment for a CPU block, pump, radiator, tubing, and reservoir will run you about $200.

Amongst the closed loop coolers H110 and others in the 280mm class are the 'best' but you also need a case that can accept them.

Best air cooler, and it can perform better then an h100i or x61, would be the Noctua NH-D14 or NH-D15. Or a Phanteks PT-TC14PE as an alternative (available in several colors)
