Love AMD and Intel but if you're going on a budget do the AMD , Intel is always so much more for 5%-10% performance and the 8350 hold records for highest overclock. I would use pcpartpicker.com and don't go super cheap on parts use good brands also. 8350 Cpu, Asus MOBO, 4-8 GBs you dont need more unless you run like 5 virtual machines lol, a decent GPU you can always crossfire or sli so thats not a big deal, if you can get a SSD for your OS maybe even like 64gb it makes a huge difference and a 1tb HDD for everything else. and a very good PSU i personally would look for a Platinum rated one if you get a cheap one it could go bad and fry everything. Of course you want to stay in budget but consider spending a little bit more to have something that you can use for years, a computer that you have space to upgrade later on.
