Help my PSU bottom fan is not spinning

idk if this is a big deal or not, i know not all psu have a bottom fan but i just got a psu from my dad from his old rig, its a 600watt apevia, its the apevia a5600w power supply, the bottom fan is not spinning, is this a big deal, will it burn up or does it turn on when i gets hot, im not sure

the PSU may work for sometime, but the risk is that your components might get damaged in the long run and may need to be replaced, which may cost you a lot more than a new PSU. It's up to you if you want to take that risk. Another thing is, whatever its wattage is, since its old and a lower tier PSU, the actual rating might be lower than it says. You may encounter some issues where some of the components are not functioning properly like your vid card. heed everyone's advise here, don't use it. abstain a bit until you get a decent one.
