cpu freq flucuates on prime 95

every so often when im running prime 95 on my fx 8350 it fluctuates from 3.4ghz to 4.0ghz randomly. is it supposed to do that. or is it supposed to be constantly on 4.0 ghz throughout the whole test?

cpu temp is fine. i have a h60 dosent go past 42c

Is called throttling. When the high load on the processor overheats the VRMs, the processor auto downclock itself. Your motherboard have only 4 + 1 phase VRM while a FX 8350 needs a minimum of 6 + 2 to operate properly (and with a heatsink).

Try to disable APM in the BIOS and try again. (APM disabling is achieved turning Turbo Core off).
