CPU fan RPM's too high

I recently downsized my computer build to m-atx. I had to purchase a new motherboard as well as a new case. the stock fan on my AMD FX 8320 (I'm aware that the stock coolers are bad but i cant get a new one for about 2 weeks) the fans rpms are at almost 5000 while the CPU is only at around 40 C. Even at 20 C the fan is at 3700 rpm. I'm using a gigabyte 78LMT-USB3, I did not have this issue on my old asus motherboard. I have already tried using speed fan but nothing seems to work.

PLEASE HELP THE FAN IS SOOOOOO LOUD!!!!

Enables or disables the fan speed control function. Enabled allows the fan to run at different speed according
to the temperature. You can adjust the fan speed with EasyTune based on system requirements. If disabled,
CPU fan runs at full speed.full speed. (Default: Enabled)
