I would go for the gigabyte 290x as the best value. The gigabyte 290x and XFX 290x are the most powerful cards on the list but the gigabyte is also the cheapest on the list.

I would go for the EVGA. It has an awesome clock, but is also a bit more expensive. You could also not get a SC and OC it yourself.

EDIT: You could also find a FTW 770, not sure if it is a good price.
