I recently got a new Mobo+cpu+gpu. the mobo has a bulit in graphics card and i got a r9 280, without the r9 windows install fine but it does not when the r9 is in. another problem is once windows is installed without the r9 my pc just restarts when using the chipset software

Did you disable your integrated graphics processor before installing the GPU, and then switch the monitor cable from the I/O panel to the GPU before restarting?

Might want to check the amp rating on it, too. Off the top of my head, I believe the 280 needs 30 (32?) amps on the 12+ volt rail or rails. Should say on a specification sticker on your PSU. What brand and model is it?
