So I decided to buy the Sapphire R9 280X Tri-X OC 3GB but before buying I decided to do some research and I found that flickering/artifacts issues are very common in this cards (in other brands too: gigabyte, msi...) and there are lots of threads full of users complaining about this. Some even had to RMA the GPU 4 times until getting a good one.

Is it secure to buy them now?

Should be fine! If you have any issues one RMA and you would (hopefully) have a perfect one.
It's a great value card. If you're really worried, go for a GTX 770 or 760. :)

If you are worried make sure to buy from a retailer with a really good returns policy and customer service so then any returns you have to make are as painless as possible.

In the forums I've seen lots of possible solutions: downgrade the drivers, flash the GPU with a special mobo, increasing the clock speed of the BIOS...

Is there any proven solution besides RMA?

Nope.
If it doesn't work as it should, it's much better and easier to return it rather than spending days messing with settings hoping something magical will happen. Haha :)

A few days! A week, at most. :)
