Rubber banding in FFXIV possible CPU Overheating?

So I just got a few new parts for a gaming rig I've had since 2010. I swapped out an asus m4attd (I think that's the model) mobo, for an msi 970A-g46. As well as switched from an old mid tower, to a thermal take mk-1 chaser full tower. The rest of my parts are as follows:

Video card: Nvidia gtx285
Cpu: amd phenom II 955 black 3.2ghz (insignia thermal compound)
Ram: 16gb rip jaw ddr3
Cooling: corsair h70

The case has two 220mm fans set to exhaust on the top and front. I also mounted an extra 90mm on top to exhaust. And two 90mms on either side of the radiator for the h70 running out he back.

The problem I'm having is that I'm getting rubber banding in ffxiv. Until things start loading and getting hot everything runs smoothly, eventually my character will start stuttering or rubber banding over time as if something is tugging on her and the screen to move forward. And it just gradually gets worse. I got this case to help with cooling but it seems to be worse. This never happened in my mid tower but I never checked my temps in it. When the rubber banding starts happening my CPU is reading anywhere from 67c-70c, and it's not over clocked. I over clocked my GPU fan to reduce the card temps in msi afterburner which it did but the banding still happens which leads me to believe it's the CPU, if not a random setting in the nvidia control panel or an issue with that card working with the new motherboard itself. Or possibly the shitty best buy thermal compound (I don't think this would account for almost 20c above what it should be at on load) Speed fan is telling me almost everything is running too hot (fire icon).

Any ideas?

If it's the cooling what should I do about bringing temps down, and what new type of cooling should I look into? Was debating over the h100i, or possibly custom tubing (provided someone can tell me how that's properly done haha)

I suggest cleaning out the fan on the CPU.

Side note: There's a difference between rubberbanding and graphics stuttering, at least to me there is. Stuttering is caused by gpu/cpu while rubberbanding i usually refer to as something that happens as a result of the network connection or something.
