Need some help with Intel speed step please.

Hi there everyone.

My apologies if this has been asked before but I'm honestly rarely ever on here, practically never, however when I need some help or a little more information on something I always resort to Toms Hardware and find great threads that help me a lot. So I decided that I should post this on here and hope to get a better understanding and some clarity. Sorry for the blabbering just wanted some context. Right on we go.

Rig: Cpu: Intel G1830 2.8ghz Dual Core.
Ram: 8 gig G Skill Trident X 2400mhz.
Gpu: Gigabyte R9 270x OC Windforce.
Mobo: Asrock Z87 Extreme 4.

Hahaha yes that tiny dual core cpu at the moment.

Anyways so I recently purchased all these items, they are about 2 weeks old and I am currently saving up for a nice CPU towards the end of the year but for now, I'm stuck with this. I previously used a Q6600 rig and honestly this is a night and day difference for me. This little Dual Core actually performs very well in games, and I am very impressed with it if I'm honest.

However I seem to get a bit of stuttering in games like bf 3 online, metro LL and even in League of legends.

Now I know this is not my GPU because my FPS is quite good and stable but this occasional stutter can be quite annoying.

From my limited knowledge I think it has to do with the CPU automatically adjusting frequencies in game, meaning not giving full power all the time.

Will disabling Intel Speed Step cause any problems? Make an improvement? or worse?
How about heat issues? Will this cause more heat?
Is it safe?

I've heard a little that this may help but I'm not sure how to disable and what else to disable?

Intel Speed Step?
C1E enhanced halt? think its called something like that.
And some cpu settings in the control panel power options?
Anything else?

Also I know this CPU is not a beast for gaming but like I said I just want a couple months of service from it before I get something decent maybe a 4590 or maybe even a K series altough I'm not too big on OCing.

Anyways a some insight would be awesome.
