Games are stuttering (not FPS drop) and crashing with new PC

My GPU (I assume) is having problems, I just got a new computer and I am using the same power supply and GPU from my previous computer. Though when I play games my game will do a weird freeze. Not like dropping frames but kinda like a freeze on a console game except its for a second and comes back. The computer has frozen once during Bioshock and when I play BF3 the game crashes in a minute. I used MSI Afterburner and see that my GPU1 Utilization limit drops and GPU memory usage spikes.

PC Parts
Intel i5 4690K (with stock fan)
8GB RAM
GA-Z97X Gaming 5 motherboard from Gigabyte
GTX 650ti from EVGA
500w Corsair power supply

Any overclocking involved?

if your overclocked your hardware then downclock it.did your video drivers updated.

Im not sure, I didn't OC it myself if it is. Would I take care of that in the BIOS?
