Lines moving down monitor screen. Help.

Ok, so I have been having issues with my GPU. (I think it is, at least) I can see lines going down my screen, and it makes things in the background wavy. They are not insanely noticeable, but I can see them... And they are really annoying. Any tips? I can't really move anything around in my PC, so I really hope that it is not wire interference. I am posting this wherever I can to try and fix it. Please and thank you.

Check the monitor. Check monitor cable. Change monitor cable. Check to see if the problem persists with a different monitor AND other output method like HDMI, DVI, Displayport etc.

If none of the above works then its a hardware problem most likely.
