Asus Formula VI Q-Code 00 after reboot

Hi guys I purchased this board 6 months ago and I t was fine. After 2 months the board suddently died on me and I sent it back to Asus is fix. After THREE MONTHS, they finally fixed it I guess. Two thing happened.

I tried to install the 4770K that I was using previously, it will never boot up and shows a Q code 00. Does it mean my CPU is also broken>
2 So I purchased the 4790k, luckily this boots but when I do a reset of the rig it won't boot and the Q-Code 00 appears again. So If I want to restart I have to shutdown or force it to shutdown, then it Weill boot again normally. Pleas help and have this happened any one before? Thanks.

Come to thin about it, when my mobo died on me could that have damaged the CPU? Cause I never used that CPU ever since the mobo broke.

I actually re-flashed the bios 1505 and the restarting problem went away. It is so weird because the bios was already on 1505 when I got it. anyways at least that is solved.

As for the dead or alive 4770K I will try it on another comuter and see if it works.

What should I clean the CPU bottom with? or I should never touch or clean that. But I think the problem was when I was trying to clean the thermal paste off with "Artic Clean 1" I think I put too much on and some of the liquid must have seeped thru and got to the bottom of the CPU. I obviously didn't know at the time so I tried booting with it (not knowing it might have gotten wet.) Maybe it shorted some thing. But I will definitely dry it for a few days IN FRONT OF A DEHUMIDIFIER and try it again.
